Is Cape Air's 17 × 12.5 × 8.5 in limit guaranteed on every aircraft?

The general maximum kennel size is 28" x 20.5" x 20.5", but flights to/from New York (JFK) are capped at 17" (L) x 12.5" (W) x 8.5" (H) with animal and kennel combined not exceeding 20 pounds.
